Hi, by definition not while the CPU is idle! (I'd have to look up the definition of PARTIAL WAKE LOCK.) But it is easy to switch off the screen backlight to save power. My "Music player" app has a button to do this when using it as a mobile mp3 player. The screen can still be read in strong lighting. Touching the screen anywhere with the backlight off switches it back on, without performing any action belonging to the button that may have been touched. That avoids accidentally performing an invisible action.
But I think that control feature (backlight switching) requires a B4PPC add-on library.
