How About ...

"Ide Options" -> "Use Notepad Style Cut, Copy, Paste controls"

So....
[Alt-E] + [C] for Copy (currently this "Cuts")
[CTRL-C] for "copy"

Ctrl-C = copy, Ctrl V = paste, Ctrl-X = cut, Ctrl-Z = undo. All work on my system.

I think it's not a bug but an unusual key definition.
[ALT + E] drops down the edit menu and now it should be

Cut instead of Cut

and

Copy instead of Copy (actually no key defined)

With the suggestion of badkarma the basic4ppc IDE will behave like most other editors already do.
