Default Sound Lib Similar to Image Lib

Hi. Is it possible to build a library for Basic4ppc programmers to have the following abilities with sound?
Volume control per individual sound
Simultaneous playing of sounds on top of one anotheranning an individual sound from one speak to the other
Mixing all the formats available in fmod
While sounds play oin the background your program has control of them in realtime, and while sounds play the thread doesn't wait for them to end
The library is able to be used on the desktop and device
Is any of this possible? I am having difficulty with Sharp Develop and VB.NET, otherwise, I'd do it myself. Thanks for everything, and keep up the good work!
