controls on very wide panel

When I create panel with width 480 on 240 form and want to see only right part (panel.left=-240) then I can't drag and put controls on it - they move only max to left=240 (so they are on not visible part of panel). When I manually enter property "left" (for example left=350) then they are displayed properly.
I wanted to set form to 480, put everything on panel and then resize form back to 240 - I think it works, but then other bug appears (screenshot in attachement).
Next problem - if I put any component outside form - I will never find it - would be nice to have there some navigator (sometimes I could make a mistake and put "left=2200" instead of "left=200")

Pressing the Next button should eventually select it as it cycles round the controls.
