Regional Settings: Error loading program. Exception

This is an old problem since version 1. I can live with it (by keeping an English reginal setting) but the followings are just for your information:

I have an rx1950 (normal, English version) with Chinese add-on. B4P runs fine when the Regional Setting is in English. But when I set region to "Chinese (Hong Kong S.A.R.)", an error message is raised (translated from Chinese):

"Unexpected exception occured on Basic4ppc.exe
Please choose Leave and then restart program, or choose Details for other informations."
