Another really good one is PFE Program File Editor I use it at work but tracking it down is near impossible as I've had a quick scourer of the Internet and only found reference to it, no downloads as it is now obsolete.

The Program File Editor can be found here:
http://www.lancs.ac.uk/staff/steveb/...fe/default.htm but the last version 1.01 is from 1999 and the editor is not developed any more...
