Default How do you attatch a picture to forum?

I'm not sure how do you attatch a picture/screen shot into my thread. I see the insert image icon. It wants a URL of the picture location. Is that where?
thanks

Hi,
I found out that using the attachemt manager you can upload an image file from your local computer , but it shows up thumbnailed in the post...
How to upload it in full size?
