ControlsEx V1.3

This update fixes TabControl.BringToFront which didn't worked properly.

Setup instructions:
- Unzip the attached file and copy both files to Basic4ppc libraries folder:
C:\Program Files\Anywhere Software\Basic4ppc Desktop\Libraries
