'Dummy' phone library

PhoneDesktop library which is a 'dummy' library was recompiled and now it can be used in both the desktop and the device.
This allows you to replace Phone.dll with PhoneDesktop on both the desktop and the device and compile an application that uses the Phone library to non-phone enabled devices.

Setup instructions:
- Download the attached file and copy PhoneDesktop.dll to the libraries folder: (default) c:\Program Files\Anywhere Software\Basic4ppc Desktop\Libraries
- Phone.dll should be added to the device and PhoneDesktop.dll should be added to the desktop.
- When you want to compile your application to non-phone enabled device, replace Phone.dll with PhoneDesktop.dll and compile.
