Can I upload and download files from device to PC??

Is this must be Desktop application or I can use this from my device?

How to create ?? FormLib.dll ??

You could use the RAPI library to copy to and from a device (desktop application).
It is also possible to copy files with the Network library (desktop and device). It is a little bit more complicated.

Yes I find send/receive progress using Network library from device.

But I think that maybe exist solution to copy/paste using RAPI from device.
