Form Forelayer on top of other controls ?

In some of my programs I am drawing on an Image object wich is on a Panel, according to agraham's proposal, post #3.

But I would also like to use the Forelayer of the Form for a rubberband function, is there a possibiliy to have the Forelayer drawings on top of the Panel and the Image. Or must all the drawing put on the form without the advatage of the Image in the panel.

The Forelayer can't be drawn on top of the controls.
