Default File or assembly name Microsoft.VisualBasic etc. not found

Get this error when running on the WM6 device (Samsung Omnia):

An error occured on sub _main_app_start.

File or assembly name
Microsoft.VisualBasic,
Version=7.0.5000.0,
Culture=neutral,
PublicKeyToken=B03F5F7F11D50A3A,
or one of its dependecies, was not found

All the libraries are on the device, app runs fine on the desktop and a similar app runs fine on the device.
Any idea where to look for the trouble?

Ignore this as it is fixed now.
I had copied the wrong INI library to the device. Should be
db2000 functions library.dll and not db2000 INI file manager (device).dll
Would be nice if these error messages could be clearer.
